Dr. Warren Frankel is the founder of His Healing Hands and serves as the Board Chairperson. After serving 6 years in the U.S. Army, Dr. Frankel established a family medicine practice in Paso Robles, CA. In addition to his medical practice, Dr. Frankel also has a pistachio farm and owns and operates Sculpterra Winery and Vineyards, a boutique winery in Paso Robles.
He and his wife, Kathy, have three children and 1 grandchild.
Pastor Mike and Sandy Garman have been part of the His Healing Hands family for many years. Pastor Mike has been the senior pastor at First Baptist Church, Paso Robles since 1995. It was there at First Baptist Church that Mike met Bill Walker who introduced him to the ministry of His Healing Hands. Mike was drawn to the wonderful ministry and the potential it had to share the gospel of Jesus Christ around the world. Mike became a board member in 2008 . Pastor Mike and Sandy had been on several mission trips to the Philippines but took their first HHH mission trip in 2014 to Ethiopia. They both fell in love with Africa and particularly Ethiopia and been back every year since. They have both worked the medical clinic but recently Pastor Mike has had the privilege to do leadership training in several cities in Ethiopia and thereby fulling the “L” part or leadership of His Healing Hands goal H.E.A.L.
Sandy worked as the communications director of First Baptist Church for 14 years until 2015 when she retired. She was reluctant at first to go on the first mission trip to Ethiopia. It was at the urging of Dr. Warren Frankel that she followed the call of the Lord to Ethiopia when she fell in love with the people and the country. Sandy joined the board of His Healing Hands as the first woman on the board in 2018 .
Pastor Mike and Sandy have 3 married children and 5 grandchildren. They both hope to continue serving the Lord overseas as long as the Lord allows
Mike and his wife, Carole, married in 1963, raised two sons and a daughter, they have 11-grandchildren and 4-great grandchildren. Born in Southern California Mike moved his family to rural Templeton in 1976, they opened and operated the Outlet Tool Supply Company in Atascadero, 1976-2011. Mike claimed Jesus the Christ as his personal Savior when he first believed and trusted in Him in 1958 and was baptized at First Baptist Church in Long Beach, CA. Mike began serving on the staff at First Baptist Church as Church Administrator in 2011. During his tenure here Mike has also served on the Deacon Board, Elder Council, as a small group leader, teacher, and Camp Director of Whisper Canyon Christian Camp.
Dr Richard Liu was raised in a Catholic Christian home; he accepted Jesus as his personal Lord and Savior in 1989 and then took on his first medical mission with TEAM (The Evangelical Alliance Mission) for six months the following year. He and his wife, Anyi, were married in 1995 and have since lived in Yorba Linda, California where they have raised their two lovely daughters, Danielle and Sarah. Dr Liu has been a member of Cornerstone Church in Anaheim since 2004 and has been involved with their weekly Men’s small group and also participates in another Bible study with BSF International weekly. He is also active with a local Men’s Baptist fellowship that meets biweekly where he was introduced to “Perspectives on the World Christian Movement” mission course that was hosted by the church in 2018. He later enrolled and completed the certification for the 6-month course which eventually renewed his interest to actively pursue medical missions again. Dr Liu also recently joined the board of KidCare International, a humanitarian-aid organization that equips and empowers desperately disadvantaged children locally in Southern California and internationally in Africa.
Professionally, Dr. Liu works with Kaiser Permanente as a Family Medicine staff and has been the co-chair for their Women’s Health Committee since 2001. He has been mentoring residents, medical students, and undergraduates in his medical office since 2000 and has been appointed as clinical associate professor faculty member with UC Riverside School of Medicine ever since the medical school started.
Since 2019, Dr. Liu has joined trips with His Healing Hands to Philippines, India, Ethiopia, Mexico, Peru. He has also participated in trips with MTW (Mission to the World) to Egypt and Missions.Me to Peru. Medical missions has been Dr. Liu’s passion and he is excited to lead His Healing Hands as a servant ambassador to reach the world as commissioned by Jesus in Matthew 28:18-20.

I was blessed with 2 amazing children, daughter Chirstina and son Steven, and they are my best friends! Again, I was blessed with a career in nursing that has lasted for over 40 years.
I prayed about mission service for approximately 25 years. When my children became adults, as I continued to pray about serving on the global mission field in any capacity, my prayers were answered. While visiting a hospital, Twin Cities Medical Center in San Luis Obispo, I met an amazing nurse named Carol Walker and this is where my mission journey began. She introduced me to His Healing Hands and I have been so blessed ever since! I went on my first trip to Peru in 2009 and have been honored and privileged to travel and serve with them every year since (except for 2020).
I am a living testimony to Psalm 46-10-be still and know that He is God!
After graduation from Brevard College in Cocoa, Fl., Carl spent 22 years working in the manufacturing industry. During that time, he worked at companies small and large including Halliburton and Goodyear.
In 1998, God gave Carl the opportunity to leave manufacturing and begin a new career in full time vocational Christian service. First as a Pastor of Administration and Evangelism at a church in San Diego, Ca., then as Ministry Director for Eternity Minded Ministries (EMM). While serving with EMM, he produced large city-wide evangelistic crusades for Evangelist Daniel Owens in 10 different countries.
In 2009 Carl joined the staff of His Healing Hands as their Director of Short-Term Missions. In 2015 the Board of Directors at His Healing Hands asked Carl to become the CEO of the ministry.
Carl and his wife, Debbie, have been married for over 40 years and have 3 children and 3 grandchildren.
Judy has always been interested in foreign cultures and also had a heart for missions. This led to her studying International Business and volunteering with evangelistic ministries such as Empart USA, Stonecroft Ministries, and Child Evangelism Fellowship where she does Good News Clubs in the local elementary schools.
She had been praying for another ministry opportunity when her husband Mike told her that His Healing Hands was needing someone. After following the work of the ministry for many years, she was excited to be able to be able to do more. Judy and Mike have traveled extensively and visited five continents so far. They are both hoping to go on some of the His Healing Hands missions trips soon.
Cheryl has served as a short-term missionary since 1999; traveling with several organizations including His Healing Hands. She has served as a team leader for His Healing Hands for trips to Ethiopia, India, & Peru.
After retiring from a 40-year banking career, Cheryl fulfilled a long-held dream of working full-time in ministry by coming to work for His Healing Hands as Project Manager.
She has a deep desire to help short-term missionaries have a life-changing experience as they join the Lord in His life-saving work around the world.
Cheryl and her husband, Orville, have two grown daughters and two grandchildren.

Ana is originally from the Philippines and migrated to the United States when God called her husband, Romeo, to pastor a local church in Temecula, CA in 2006. She has been very active in her church, Cornerstone Christian Baptist Church, where she is currently the Children’s Ministry Director and Global Missions Director.
She was the Philippines Team Leader for several years during which she demonstrated great leadership qualities.
She currently works as a coach for adults with developmental disabilities. Among her hobbies is candlemaking, which is slowly turning into an income-producing venture which she is using as a tool for fundraising events.
It has always been Ana’s desire to “go all over the place to fulfill God’s calling.” Ana says, “I have given up some of my secular dreams to follow God’s direction and I never regretted it. I may not have lots of treasures here, but I know I have been investing to God’s kingdom.”
Ana and Romy have been married for 33 years. They have 3 grown children and 3 grandchildren. They both love to travel locally and internationally.
